JIM HAMMOND IS A "MUGWUMP" BY HIS OWN DEFINITION
In 1994 and 1998, Jim Hammond ran for sheriff as a Democrat. According to The Chattanooga Times during his 1994 run for sheriff, Mr. Hammond discredited a fellow Democrat for supporting Republican sheriff candidate John Cupp, calling this fellow Democrat a "mugwump" for "flipping back and forth between [political] parties."
